Colorado and Washington were the first 2 states to make MArijuana fully legal.
3. In the states where marijuana is legal, what differences might there be state to state?  And how are Vermont and DC different?
In the states where marijuana is legal they are legal to different degrees. Some only have it for medical use and it is still criminalized and there is variation in the amount one is allowed to possess. Vermont and DC do not allow sale for Recreational uses. In these places it can be grown but not sold.
4. What is the difference between marijuana legalization and marijuana decriminalization?
Decriminalization only gets rid of jail and prison time while keeping the minor fines, but legalization removes all penalties.
5. Why does the ACLU argue that marijuana prohibition is bad for the government?
It has failed to reduce possession, and led to racially skewed arrests. If legalized government could raise revenue and reduce penal spending

Big marijuana would market to the heavy users as other recreation drug companies do and thereby worsen addictions.

It has grown forem 33 percent to 66 percent almost doubling, with more than 2/3rd of mellenials supporting it.
8. How does the federal government classify marijuana?  What does that mean?
Marijuana is classified as a schedule 1, which means it has no medical benefit and a high potential for abuse.
9. How have the Obama and Trump administrations treated the states that have decided to legalize marijuana?
The Obama and Trump Administrations have treated the states basically with indifference and have not enforced federal law despite promises to do so.
10. Why are many marijuana businesses in "legal states" operating only in cash and not using banks?
Banks are reluctant to accept the money because it breaks federal law and taxes on it can rise as high as 90 percent.
